Lyor functions as a key advisor to airports and plays an essential senior management role within DY Consultants. He serves as Vice President, Aviation Services where he is responsible for developing, leading and overseeing aviation planning projects at public and private airports, both domestic and international. Lyor brings many years of executive and consulting experience to projects—applying his problem solving and analytical skills to evaluating and implementing sound aviation solutions for his clients.
Internally for DY he establishes a sustainable vision for the company and helps to implement our long-term goals. Lyor also develops management policies and protocols; identifies strategic markets and target opportunities; forms proposal teams and develops winning strategies; and seeks to promote and position DY Consultants within various aviation communities.
Major domestic clients who seek Lyor’s counsel include the Port Authority of New York & New Jersey, the Port of Seattle, the City of Philadelphia Division of Aviation, and numerous smaller airport authorities throughout the Greater New York Area. The Israel Airports Authority is a major international client. Lyor also consults extensively in the private sector, where his client base ranges from airlines and fixed-base operators (FBOs) to private developers and hedge fund entrepreneurs. Lyor frequently consults with the Federal Aviation Administration as well as research and education bodies such as the Transportation Research Board and Airport Cooperative Research Program.
Lyor is a recognized planning and technical expert, trusted advisor, and expert witness who has worked and consulted at a number of the busiest airports in the U.S. and abroad including John F. Kennedy International Airport, Newark Liberty International Airport, LaGuardia Airport, Seattle-Tacoma International Airport, Ben Gurion Airport, the main international airport of Israel, and Philadelphia International Airport. He provides technical assistance in the following fields: strategic and master planning; conceptual planning; terminal programming; apron planning and design; forecasting; financial planning; airspace reviews; operations planning; and airport advisory services. He is equally adept in FAA and ICAO rules, regulations, and procedures.
In 2013, Lyor created DY Lab, a research and development (R&D)-oriented department. The lab is constantly exploring emerging technologies and their applicability to airport planning staffed by aviation planners with strong analytical and computational skills. His DY Lab team applies a holistic and innovative, data-driven approach which harnesses and processes data from a number and variety of untapped databases.
Lyor has received numerous citations and accolades for his work and productivity over the years. In 2012, he received an award “in recognition of his significant contributions to the planning for Runway 4L-22R at JFK International Airport, NY – Where America Meets the World.”
