DY Consultants is currently developing the Westchester County Airport Master Plan to provide the County, neighboring community, public officials, airport tenants, environmental stewards, and other regulatory agencies the necessary framework to provide a guide for future decisions regarding Airport use.
The last Airport Master Plan and Airport Layout Plan (ALP) for the Westchester County Airport were prepared in 1987. Federal Aviation Administration (FAA) guidance states that an airport’s Master Plan should be kept current at all public-use airports. In the intervening 25 years since the last Airport Master Plan, Westchester County Airport has experienced numerous changes, and the Airport’s importance to the economic vitality of Westchester County has continued to be important. Among some of the most significant changes experienced include the post-September 11, 2001 security measures and requirements; demands for space within the Airport and the terminal building; and the introduction of low-cost commercial flights. In addition, changes in aircraft technology, driven primarily by FAA requirements and initiatives, have altered the impact of the Airport on its neighboring communities and require modifications in airport infrastructure. Furthermore, the County has implemented an Airport Environmental Management System (AEMS) that has been independently certified to the ISO 14001 standard, and is currently undergoing various environmentally-related projects to better protect the Airport’s surrounding environment. Consequently, a newer Airport Master Plan has become necessary to reflect the changes at the airport.
The first Public Meeting was held on July 17, 2013 at the Westchester County Center in White Plains. At this meeting, the master planning process was presented to the community, and public feedback was gathered, which will be incorporated into the inventory process (data gathering on airport facilities, airspace, operations, geographic and environment l characteristics). The Public Meeting was well attended by residents of the surrounding communities, business owners, general and corporate aviation pilots, as well as County and FAA officials. Topics covered during the meeting included; an introduction to the Airport (i.e. existing facilities, destinations served, operations and flight tracks, existing Airport rules and regulations, safety requirements); the Airport’s economic impact of aviation; the definition of an Airport Master Plan and overview of the process; and pertinent environmental categories and current environmental initiatives.
Westchester County encourages public participation throughout the master planning process, and is hosting public meetings, one of which took place on July 17, 2013. During these meetings interested parties can ask questions, provide comments, and learn more about the master planning process. Public meeting dates will be advertised in local media and online.
